a11y: zoom dialog attached to Omnibar not announcing zoom level in real time

Issue description

Google Chrome 64.0.3251.0 (Official Build) canary (64-bit) (cohort: 64-Bit)

ZoomText Private Beta -  11.7.11.410

# Since the magnifier icon is not there by default, enable it by going to Customize Menu > Zoom section and pressing minus or plus
Expected: zoom level is read by screen reader 
Actual: zoom level not read in real time by JAWS, it can only read by pressing F6 to put focus in the Omnibar then tabbing to the magnifying glass icon. 

Please consider making this dialog an alert so that the user gets this information in real time.

Expected: zoom percentage can be navigated to and read
Actual: JAWS, NVDA, and ZoomText did not read the zoom percentage number  
 
Screen reader users (JAWS and NVDA) can use Insert + b to read the dialog text once it is expanded from the Omnibar. I tested in both programs and they work.

Status: Fixed (was: Available)
I fixed another issue which affects this issue too. Dialogs that appear next to the address bar (also known as bubbles) now get announced as soon as they appear.
Could we try and test again. I think the behavior is fixed now.
Steps:
1. Press Ctrl+Equals to zoom in.
2. Press F6 to reach the address bar.
3. Press tab to get to the zoom icon.
4. Press it using space and observe that both the percentage and the rest of the dialog is read, i.e. all the buttons.
