Error appears when going to sites like facebook

Issue description

Chrome Version       : 65.0.3325.162
OS Version: 10.0
URLs (if applicable) : Facebook.com
Other browsers tested: None
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: N/A
    Firefox: N/A
    IE/Edge: N/A

What steps will reproduce the problem?
1.Using pdanet (which acts as a proxy to hide data usage from cellphone carrier)
2.leaving chrome:flags settings as default
3.simply visiting sites like facebook.com

What is the expected result?
the web page loads correctly

What happens instead of that?
an error is displayed saying ERR_SSL_VERSION_INTERFERENCE 

Please provide any additional information below. Attach a screenshot if
possible.

Also disabling TLS 1.3 in about:flags fixes the problem.

What firewall are you using? We've seen a number of buggy firewalls, and while most have distributed fixes, there are a couple that need manual adjustment (until they get a patch out).

It would also be helpful to get a net-internals log when you reproduce the issue, see details here:
