What steps will reproduce the problem?
(1) setup the Google Assistant
(2) open the Google Assistant, says "always use celsius"
(3) reboot, login, and wait for the weather notification appears
(4) open the notification panel

What is the expected result?

The weather notification informs the current weather with Celsius degree

What happens instead?

The current temperature is still in Fahrenheit degree
