Fix draw metrics in frameCycleDurationMetric-induced perf regressions

https://chromium.googlesource.com/catapult/+/1446cf3fe8a3b827432365c3fdaf902d6bd033a7 caused ~440 perf regressions (a new record!), but these were all expected. Filing a bug to have a recorded cause linked to the graphs on the perf dashboard.
