Build-ahead cron job fails because it selects a builder that is not swarming-backed.

When trying to get the swarmbucket trybot builder for a builder like chromium.webkit/Android Builder, we get None/None and this causes funny stuff to happen.

If a wf builder does not have swarmbucket support, it should not even be considered by build aheads.

[Findit] Exclude buildbot builders from build-ahead.

This change excludes waterfall builders not configured for swarming
tryjobs from build-aheads scheduling by removing them from the helper
GetSupportedCompileBuilders.
