Swiping content suggestion article removes it from the list without explaining what happened

Issue description

App Version (from "Chrome Settings > About Chrome"): M65
iOS Version: All
Device: All

Steps to reproduce: 
1.) Open NTP 
2.) Swipe the article from ContentSuggestion list

Observed behavior: 
The article is removed without explanation of what happened.

Expected behavior: 
There should be some feedback to the user. Perhaps similar to what happens when the user Bookmarks the page. Otherwise I don't know what happened with the article. I will never see this article again? Or I will never see this site again?

Gauthier: Just to confirm, my understanding is that when you swipe, you should never see the article again. Is that correct? We don't use this swipe as a signal for anything else. 
Yes. The article should never been seen again.
Having an article dismissed isn't used as a signal.

I feel that showing a toast or any sort of feedback with every single swipe would be a bit gratuitous and redundant. I'd be tempted to say show something only the first 2-3 times and then stop. Or show something as you're swiping to indicate what will happen (i.e. like what you see when you swipe in Gmail inbox on mobile). 

However, given the feed will be coming to Android soon and then to iOS afterwards, I question whether it is wise to invest in the existing UI further.
