[VR browsing] Voice search doesn't timeout with no input

Issue description

Chrome Version: 66.0.3359.31
VRCore: 1.13.185188193
OS: Android N
Device: Galaxy S8+ 

What steps will reproduce the problem?
(1) Enter VR browsing on any page, e.g. google.com
(2) Click in the Omnibox to bring up the keyboard and Omnibox editing mode.
(3) Click on the Voice Input icon. (Grant permissions for microphone if not already granted)
(4) Ensure there is no sound, just silence and wait.

What is the expected result? After a period of time, the Voice Input UI should time out and return the user back to VR browsing.

What happens instead? I think the Voice Input UI will never time out. I checked for ~ 30 seconds and it didn't time out.

I just successfully reproduced this.  With no input, I had the voice prompt going for 30+ seconds as well.  IIRC, it used to time out after less than 10 seconds.

Assinging to bshe@ for an initial assessment.  Biao, is this expected behavior?

can you still repo? I tried on my TOT today but was not able to reproduce. It is not expected that we wait for 30+ seconds.
No longer reproducible for me either.
