What steps will reproduce the problem?
(1) set up two accounts on the device, login to one
(2) alt-shift-S to open the system tray
(3) tab, focus on the user panel
(4) enter, open "Sign in another user..." popup
(5) tab, or down key

What is the expected result?

the focus moves to "sign in another user..."

What happens instead?

tab: the focus moves to "sign out", the popup closed
down: nothing happened
