TimeToScrollUpdateSwapBegin2 is not recording with smooth scrolling

Issue description

Launch chrome, go to page: http://output.jsbin.com/xijajisovu/quiet

Scroll on the scroller using mouse wheel

Then check chrome://histograms

We expect to have some entries on Event.Latency.ScrollUpdate.Wheel.TimeToScrollUpdateSwapBegin2, but it doesn't exist. Disabling smooth scrolling would fix that.
 
I either fixed this, or something very similar a while back. Maybe I fixed it on the compositor? The problem was that we weren't animating an offset until the subsequent frame. If we scroll on the first frame, this should just work.
