Regression: Delay is seen to display 'Bluetooth enabled' text after suspending the device |

Issue descriptionChrome Version: 67.0.3369.0/10493.0.0 dev-channel Gnawty,Peppy and Jerry OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Open Uber Tray -> observe 'Bluetooth enabled' text (2)Suspend the device -> Now immediately observe for 'Bluetooth enabled' text Expected: 'Bluetooth enabled' text should be seen without any delay Actual: Instead delay is seen to display 'Bluetooth enabled' text i.e. unnecessary space is seen This is Regression Issue as same is working fine in M-66 @tbuckley : Please confirm the Issue Note : Issue is working fine in M-63, M-64 and M-65

This appears to be a different issue than the one I fixed last time. The one I fixed( crbug.com/791959 ) is about the delay when the bluetooth device list is updating and this one seems to happen after system suspend? I will take a deep look.

Is this issue still seen? I can't repro on kevin 68.0.3402.0 Only exists on certain devices?
