Non-Regression: Blank frame is seen while switching from 'Take photo' option to previous recorded video capture in chrome://settings/changePicture page

What steps will reproduce the problem?
(1)Sign into user >>Go to chrome://settings/changePicture >>take a sample video capture.
(2)Now click on 'Take photo' icon and again select the previous recorded video and Observe

Actual: Unwanted blank frame is seen while selecting previous recorded video capture
Expected: No such blank frame gap should be seen.

Raising this as a Non-Regression issue as the video capture feature is seen from M-65

Note:Issue is not seen in Linux,Windows OS
