Non-Regression: Toggle buttons are not getting enabled when clicked on 'Prefer this network' or 'Automatically connect to this Network' text in chrome://settings

Issue description

Chrome Version:67.0.3369.0/10493.0.0 dev channel Jerry,Peppy,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings
(2)Click on WiFi and on the connected Network and try enabling the toggle buttons by clicking on 'Prefer this network' or 'Automatically connect to this Network' and observe

Actual: Toggle buttons are not getting enabled when clicked on 'Prefer this network' or 'Automatically connect to this Network' and we can  enable only when we click on them.

Expected: Toggle buttons should get enabled when clicked on 'Prefer this network' or 'Automatically connect to this Network'. 

This is a Non-Regression issue seen from M62

NOTE: Issue is seen on M63,M64, M65 and M66 also

This doesn't happen with every network on every device (I am unable to reproduce it at all), otherwise it would be a much more critical bug. Could you please clarify which networks this occurs for and/or other specifics, and provide a feedback report?

Repro steps:
1. Go to chrome://settings>> click on WiFi and then on connected WiFi network 2. It navigates to connected network page then try to click on 'Prefer this network' text and observe toggle button not getting enabled.

It happens across all the devices and for all connected networks

Filing a feedback report should be pretty standard practice when testing Chrome OS, especially for networking, bluetooth, or other device specific testing. Use alt-shift-i to file a feedback report.

I just watched the video and realized that the description is confusing. The bug is only that the toggles are not being enabled / disabled when the *test* is clicked. The toggle buttons themselves work fine. So we don't actually need a feedback report ehre.

This is not the only subpage where we are inconsistent about that, i noticed that e.g. 'Sync' has the same issue, but most toggles in subpages do appear to behave consistently (clicking on text toggles the state). I will fix this for the networking UI. +dpapad@ FYI
