Non-Regression: Language dropdown is getting misplaced while rotating the Google play terms of service overlay

Chrome Version:67.0.3369.0/10493.0.0 dev channel Jerry,Peppy,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user>> In google play terms of service overlay,
Click on Change Language dropdown and try rotating the screen and observe

Actual: For 90/270 degree rotation, dropdown is seen misplaced
Expected: Dropdown should not be misplaced while rotating

This is a Non-regression issue seen from 66.0.3336.3 dev
