What steps will reproduce the problem?
(1)Sign into user >>Open play store >>Google play terms of service page
(2)click on 'Google privacy policy' link to open and observe

Actual:Delay is seen while opening 'Google privacy policy'overlay for the first time i.e, overlay is seen blank with close buttons only 
Expected: No such delay should be seen, the whole content should load at once..

This is a Non-Regression issue seen from M-62 

Note:Issue is not seen in Linux,Windows OS
