Regression:Network Error notification is seen missing when random password of shorter length is entered in Connect to Network overlay

OS: Chrome OS

What steps will reproduce the problem?
(1)(1)Recover build>> In OOBE screen Connect to Network overlay, give some random wrong password(5-6 letters only) for some connection and Observe

Actual: Only Bad password message is seen and Error notification is not seen  
Expected: Error notification should be seen

This is a Regression issue as same is working fine in M65 Beta

NOTE: Issue is seen on M66 dev also

Status: WontFix (was: Assigned)
This is WAI. The notification now only appears if the initial validation succeeds, otherwise the error appears in the dialog only.
