What steps will reproduce the problem?
(1)Sign into user >>go to chrome://settings/languages >>Input method >>enable 'Show input options in the shelf'
(2)At Ubertray >>click on keyboard icon and select any input method (Ex:Emoji palette)  
(3)If virtual keyboard opens in Dock mode >>from three dot options menu >>change the layout to Floating mode and observe

Actual:Unable to view the keyboard when layout mode is changed from dock to floating(or vice versa), instead again we should select the input method to open the keyboard layout
Expected: Should be able to view the keyboard when layout mode is changed

This is a Non-Regression issue seen from M-67 
Note:Issue is not seen in Linux,Windows OS
