FR: Hide controls when paused with new media controls

Issue description

In https://plus.google.com/+FrancoisBeaufort/posts/iSC8kJkaQ6h, people have asked for hiding controls while paused with new media controls.

    Hopefully the controls can be hidden while paused this time.

    Sometimes I pause videos to look at details, things like hard to read signs etc, and it can be annoying if the controls obscure what I'm trying to see...    

    There have been times I've paused to get a better look at something near the bottom of the frame (such as subtitles) and the current controls obscured what I was trying to see.

    Been watching a lot of instructional videos lately. It's a bit difficult to pause and observe the steps with controls and a scrim overlaying the video.


Is this something we'd like to introduce as part of the redesign with new media controls?
