Inline settings doesn't work with policy enforcement

Issue description

On enterprise managed devices, web notifications can be force enabled.
We shouldn't show inline settings for such notifications as users cannot change the settings (blocked/allowed).

In such case, we should either hide the gear icon on the top right of the notification, or show some user-friendly message that the setting is forced.

Some UX input needed especially if we take the latter.

I think proper path forward here is to mark it as "disabled" (30% opacity) and update the tooltip upon hover to: "Notification settings (enforced by administrator)"
