Regression: Grey focus highlight seems to be chopped from right side in chrome://settings page

Issue descriptionChrome Version: 67.0.3372.0 (Official Build) Revision: ad7f48548867b059f459e13c53bb8e2e96027381-refs/heads/master@{#543592} (32/64 bit) OS: Win(7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.13.4), Linux(14.04 LTS) What steps will reproduce the problem? 1. Launch Chrome and navigate to chrome://settings page. 2. Press tab key from keyboard such that focus reaches to arrow icon and observe. Actual Result: Grey focus highlight seems to be chopped from right side. Expected Result: Grey focus highlight should seen properly. This is a regression issue, broken in M-67 series, and will soon update other info. Good Build: 67.0.3371.0 Bad Build: 67.0.3372.0 Note: For Linux OS, sign-in to chrome and then check the chopped focus on arrow icon. Thank You!

If you zoom in and out different parts get chopped. Some snapping problem, it would seem.
