Steps to reproduce the problem:
1. Download the newest chrome version
2. Save a theme if you not done so already
3. Open the new tab page

What is the expected behavior?
You should see the full theme.

What went wrong?
Normally, when you open up the new tab page, you should see your theme in it's entirety.  Now, you get a large black or white bar at the bottom of your screen (shown in attached images).

Did this work before? Yes Yes v64 and before (Every version before the latest)

Chrome version: 65.0.3325.162  Channel: stable
OS Version: 10.0
Flash Version: 

 Issue 819781  said it has been fixed. However, it seems that I still have this problem. Please have a look.
