Titlebar buttons (close, minimize, maximize) blurred in full-screen mode again

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. GO to settings
2. Uncheck the "Use system title bar and borders" toggle button
3. Check "Use GTK+" theme
4. Press maximize button to maximize the browser

What is the expected behavior?
The close, minimize, maximize should look like in other applications

What went wrong?
If the browser is maximized, these 3 buttons are cut and blurred

Did this work before? N/A 

Chrome version: 65.0.3325.162  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: 

It is regression. It was alright in the previous version.
I'm testing on KDE Plasma 5.12

Unable to reproduce the issue on chrome reported version 65.0.3325.162 using Ubuntu 17.10 with steps mentioned below:
1) Launched chrome reported version and unchecked the "Use system title bar and borders" toggle button
2) Opened Chrome://settings and clicked on "Use GTK+" theme
3) Clicked on maximize button to maximize the browser, didn't observed cut or blurred in close, minimize, maximize.
Observations: Tested the issue on chrome reported version using Ubuntu 14.04, didn't observed any cut or blurred in close, minimize, maximize.

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, could you please let us know if this issue is specific to Ubuntu 16.04 with KDE Plasma, provide your feedback on it which help in further triaging it.

Status: Fixed (was: Unconfirmed)
Should be fixed the dev branch.  Please let me know if it's not fixed in Chrome 67.0.3377.1 or later.
