What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and click on 'New tab' button to open New Tab page and immediately observe near New tab text label 

Actual: Unwanted glimpse of 'X' close button is seen near New tab text label after opening New Tab
Expected: Unwanted glimpse of 'X' close button should not be seen near New tab text label after opening New Tab

This is regression issue, broken in ‘M 67’ and below is the bisect info :
Good build:66.0.3359.0
Bad build: 67.0.3360.0
