No Cast devices are discovered after changing Wi-Fi networks |

Issue descriptionChrome Version: 66.0.3359.31 OS: ChromeOS (Chromebook Plus) What steps will reproduce the problem? (1) Connect to wi-fi network (with one device on it). (2) Connect to a _different_ wi-fi network (with different devices on it). (3) Connect back to the original network. What is the expected result? At each stage, if you hit the Cast button, a device should be visible. What happens instead? At #1, the Cast menu shows one device. At #2 and #3, no devices are shown; the Cast menu never shows any devices again.

I suspect it is related to https://chromium-review.googlesource.com/c/chromium/src/+/958013 for which I have a fix landed (https://chromium-review.googlesource.com/c/chromium/src/+/961555) and am intending to merge back to 66. I am going to try to repro it to confirm the bug.

I merged the fix back to 66: https://chromium-review.googlesource.com/c/chromium/src/+/969284. We will verify this when a new dev version containing the fix comes out. (David also already verified on canary)
