Feature request: option to make popup always on top

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36
Steps to reproduce the problem:
It would be perfect if we could create a popup that stays on top of other windows. Linux users have this option natively by just right-clicking the popup title and Windows users can use 3rd-party softwares such as Deskpins or AutoHotkey, whereas macOS and Chrome OS users lack this feature.

It is important to note that this has nothing to do with "panels" (type: 'panels'), that are long gone.
This feature is essential for taking notes, watching videos, watching live broadcasts, translating texts, chatting, calculating, and many other things.
