Multi monitor , device emulator viewport is cut off

Reported by ravi.gid...@gmail.com, Mar 15 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Connect your Macbook to a extended monitor
2. Open www.google.com (or any website) and click device emulator. Select iPhone or any other device from the dropdown
3. Notice the website is cutoff and the emulator shows only top left corner of the website.

What is the expected behavior?
The device emulator should NOT cut off the website viewport

What went wrong?
1. Notice the website is cutoff and the emulator shows only top left corner of the website.

2. Note, this seems to happen only when the macbook is connect to external displays.

3. This use to work fine in previous versions of chrome and have started happening with Version 65.0.3325.146 (Official Build) (64-bit)

4. I tried this only 3 different machines with same issues

Did this work before? Yes The version before 65.0.3325.146 (Official Build) (64-bit)

Chrome version: 65.0.3325.146 Channel: n/a
OS Version: OS X 10.13.3

I see bugs 822122 and 822174 that may be related. But they don't seem to be mentioning the extended/multi monitor setup.
Hi friends, I wrote #822122. Issue not confined to external monitor set ups. I get the same 75% gone when I go to MacBook monitor only.

Thanks for filing the issue!

As this seems to be similar to that of Issue 819489 hence duplicating into it.
Note: As of now we do not have dual monitor setup on Mac.
Please feel free to undupe if both aren't similar. Removing Needs-Bisect label.
