User notices WiFi blip due to slow roam

Issue description

Users have observed that wireless connection is sometimes dropped for up to several seconds at a time when a client roams between APs. An ideal roam between APs in an enterprise network should not take longer than a few hundred milliseconds.

Example of a recent feedback report where client was able to connect to an AP after a suspend resume, but when the device decided to roam, it lost connection for three and a half seconds before it was back online: https://listnr.corp.google.com/report/85185396767
