"Selected" omnibar text in iOS doesn't respond to arrow keys

Project Member Reported by satwood@google.com, Mar 15 2018

Issue description

Steps to reproduce the problem:
On an iPad with Smart Keyboard, open a new tab in Chrome.
2. Tap in the omnibox
3. Type on the smart keyboard "lin manue"
4. Observe that the omnibox shows "lin manu[el miranda]" [indicates blue highlight]
5. Press the right arrow key on the keyboard

What is the expected behavior?
The highlighted auto complete text, so the omnibar should now read "lin manuel miranda" with the cursor at the end.

What went wrong?
There is no response to the arrow key.

Did this work before? No

Chrome version: 65.0.3325.152 Channel: stable

[iOS] Support arrow keys when displaying inline autocomplete.

Adds support for arrows left/right when displaying inline autocomplete.
Arrow right accepts the input and moves the cursor to the end of the
textfield; arrow left accepts the input and keeps the cursor in the
same position - mirroring what desktop does.
