"MediaRouterIntegrationIncognitoBrowserTest.ReconnectSession" is flaky.

It's already marked MANUAL. Not sure what that does. Looking into it.

Er, I forgot to sync to latest. It was "MANUAL", and then mfoltz reenabled it in https://chromium-review.googlesource.com/917214
