What steps will reproduce the problem?
(1) Launch chrome and open NTP.
(2) Now right click on any thumbnail and select "Save image as..." option and observe.

Actual Result: Unable to save thumbnail image and it shows "Failed-Network Error" message.
Expected Result: User should be able to save thumbnails from NTP.

This is a Non-regression issue seen from M60 series build #60.0.3072.0.

Note: Issue is also seen on M-65 Stable (build #65.0.3325.162), M-65 Dev (build #66.0.3359.26) & M-67 Canary (build #67.0.3371.0).
