Focus remains on cancel button even after clicking anywhere on chrome://downloads/ page.

Issue description

Chrome Version: 66.0.3359.33 (Official Build)Revision 829b54d98e4bcf8906c6ea642e2645f91e98ca29-refs/branch-heads/3359@{#258}(32/64 bit) 
OS: Win(7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://azurespeed.com/Azure/Download
(2)Download 2-3 files,press ctrl+j to open chrome://downloads/ and press tab key till focus reaches cancel button.
(3)Hit alt+spacebar key to open context menu, press 'Esc' key to close and click anywhere on page, observe the focus.

Actual: Focus remains on cancel button even after clicking anywhere on chrome://downloads/ page

Expected: Focus on cancel button should vanish after clicking anywhere on chrome://downloads/ page

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note:
1.Issue is also seen on M-65 Stable(build #65.0.3325.162) and Canary  M-67 (build #67.0.3371.0) 
2.Issue not seen on Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04) OS
