The datalist option list does not fully repopulate when the search term is cleared

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Go to https://www.w3schools.com/tags/tryit.asp?filename=tryhtml5_datalist
2. Type two characters in the textbox for the datalist element, such as "ir". The list only shows Firefox, which is correct.
3. Press the Backspace key to delete the "r". Three of the five options are now displayed in the list, which is correct.
4. Press the Backspace key again to delete the "i". The contents of the list do not change.

What is the expected behavior?
Since the textbox is now empty, I would expect the full list of options to be displayed.

What went wrong?
The last press of the backspace key does not seem to have been recognised, so the list is incomplete.

To get the full list, you have to either close the dropdown and re-open it, or click in the textbox, both actions requiring a mouse.

People using keyboard-only navigation can only see the full list by pressing the Esc key followed by the DownArrow key, which is not intuitive.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3325.162 and latest canary #67.0.3372.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
