Regression:Unnecessary translate bubble appears in Select-to-speak extension page

Chrome Version:67.0.3369.0/10490.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/manageAccessibility ->In text-to Speech,enable Select-to-speak 
(2)Open Select-to-speak settings page(i.e.,chrome-extension://klbcgckkldhdhonijdbnhhaiedfkllef/options.html)
(3)Reload the page and observe (please refer video)

Actual: Unnecessary translate bubble appears 
Expected:No such unwanted translate bubble should be seen

This is a Regression issue as same is working fine in 65.0.3325.167/ 10323.58.0  Beta 

Note: Issue is not seen in Linux,Windows OS

Can someone from test see if they can replicate this after going to chrome://translate-internals->Detection logs, and then dumping the logs here?

Unable to repro the issue on reported version # 67.0.3369.0/10490.0.0 dev channel Kip and also on latest M-68 #68.0.3436.0/10700.0.0 Peppy
