Regression:Glimpse of notifications content appears after tap/touch on back navigation button.

Chrome Version:66.0.3359.33 (Official Build) Revision 829b54d98e4bcf8906c6ea642e2645f91e98ca29-refs/branch-heads/3359@{#258} (32/64 Bit). 
OS: Windows 10 Touch device

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/content/notifications
(2)Tap/touch on iron icon indicator such that tooltip appear
(3)Now tap on 'back' button of notification and observe the content of page.

Actual: Glimpse of notifications content appears after tap/touch on back navigation button.

Expected: Notifications content should not appear after tap/touch on back navigation button.

This is a regression issue broken in 'M66' and below is the manual bisect info
Good Build: 66.0.3350.0 (Revision:537343)
Bad Build:  66.0.3352.0 (Revision:538313)


Note: This is Win 10 touch device specific issue & not seen on Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.4),Linux(14.04 LT) OS.

Note:
1.Unable to narrow down the range using per-revision bisect as chrome build crashes after launch 
2.Unable to narrow down the range using old bisect script as notifications site(i.e iron icon indicator) doesn't appear in chromium builds

This patch https://chromium.googlesource.com/chromium/src/+/c4ca2a6b6a64886e13cd9712a2faa86f649d8fc8%5E%21/#F0 changes only ios/ code and is very very unlikely that it can impact Windows.

I don't think https://crrev.com/537824 is very likely either, as it would just break touch events altogether I suspect, but not affect rendering.

I noticed some changes to Polymer code in the revision-range, perhaps they could be related?
