Steps to reproduce:
1)Launch chrome and download any PDF for 3-4 times such that download entries appear in chrome://downloads page.
2)Press tab key until focus reaches to cross icon of first entry in download page and press enter key.
3)Now press tab key and observe.

Actual Result: Focus does not travel properly on pressing the Tab key in chrome://downloads.
Expected Result: Focus should travel properly on pressing the Tab key in chrome://downloads.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

NOTE: Issue is also seen on M-65 Stable(build #65.0.3325.162) and Canary  M-67 (build #67.0.3371.0) .
