Responsive mode don't respect viewport sizes

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Open new tab
2. Open a website
3. Open webtools in responsive when the page is not fully loaded

What is the expected behavior?
We expect that the page loads respecting the viewport sizes set in the responsive mode

What went wrong?
Check the attached gif

Did this work before? Yes 64
