Desktop PWAs: "Open link in <app>" uses long name instead of short name

Issue description

Repro steps:
1. Install https://cerulean-treatment.glitch.me/ as a PWA.
2. Right click a link to it ^.

Expected:
The top menu item says "Open link in Short name"

Actual:
The top menu item says "Open link in Looooooooooooooong name"

As per my closure note on https://github.com/w3c/manifest/issues/662, we may just stick with long name.

I think the short name is too short to show here in some cases (e.g., Google Santa Tracker is just "Santa"). And +dominickn points out that it would be good if the menu item is consistent with the name actually shown on the shortcut when you install it.

So prefer elided long name over short name. I'll check with +srahim on this.
