Unwanted focus is seen on 'Load Unpacked Extension' Button on chrome://extensions page.

Issue description

Chrome Version: 66.0.3359.33 (Official Build) Revision 829b54d98e4bcf8906c6ea642e2645f91e98ca29-refs/branch-heads/3359@{#258} (32/64 Bit).

OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome, navigate chrome://extensions, and toggle 'Developer Mode' Button.
2.Click on 'Load Unpacked Extension' option and close window overlay.
3.Observe.

Actual Result: Unwanted focus is seen on 'Load Unpacked Extension' Button.
Expected Result: Unwanted focus should not be seen on 'Load Unpacked Extension' Button.

This is Non-regression issue seen from ‘M-66’ build #66.0.3343.0 (chrome://extensions page was made default from this build).

Note: 1. Issue is also reproducible on Stable #65.0.3325.162, Dev #66.0.3359.26 and Canary #67.0.3370.0 build.
      2. On Stable #65.0.3325.162 issue will be reproducible after enabling 'Enable Material Design extensions' Flag.

We should focus pack extensions when closing dialog.
