DevTools only shows upper left quadrant

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Right click on any page
2. Readjust the responsive viewing portal: change the setting from responsive to a mobile view (iPhone 6/7/8, or Pixel 2, or the like)
3. 75% of the view disappears, you can only see white 

What is the expected behavior?
You should be able to see the whole page in Dev Tools, regardless of dimensions 

What went wrong?
75% of the view is missing 

Did this work before? Yes Chrome 64

Update: Colleague recommended that I close Chrome, then start Chrome again. 

When I started Chrome again, Dev Tools works great, no missing parts of a website. 

Is it possible that Chrome needs a restart after 65 is installed?
