Settings: ctrl+f can cause action menus to look out of place

Issue description

See screencast.

Repro:
 1) go to chrome://settings
 2) Open an action menu (3 dots).
 3) Trigger native "find in page" feature and search for 'a' (ctrl+f + a)
 4) Click next a few times.

Actual: Action menu looks mispositioned, since the page in the background has scrolled.
Expected: Action menu should close?
