Finish work on IPH for CS |

Issue descriptionThere's still some work needed to finish the In-Product-Help (IPH) for Contextual Search (CS) launch. This involves turning up the experiment and analysis of the results. We're approved for full-launch on M-64, and we have a 1% experiment running on Stable. However IPH rarely triggers, so we should update the Finch config to enable at 100%, since even fully enabled the actual events trigger somewhat slowly for users. This seems like a good time to open the spigot.
