Update divider style between inactive tabs for MD refresh

Issue description

Draw a 1px stroke between inactive tabs per spec. I don't think this divider should be drawn between inactive tabs and active tab / hovered tabs as they naturally divide the two tabs by having a distinctly visible separator and color change.

bettes@ indicated also he wanted the dividers to hide when the tab is hovered.

The spec indicates that the divider is 1dip, not 1px.

I don't think this bug has value -- what remains to be done with dividers is tracked elsewhere.
