Permissions block entering VR Browsing

Chrome Version: 67.0.3370.0
OS: Android 8.1.0 Pixel 2

What steps will reproduce the problem?
(1) Go to https://permission.site
(2) Click Camera and allow, see Camera Permission icon.
(3) Enter VR, drop device into Daydream headset.

What is the expected result?
Either enter VR with the Camera Permission indicator above the page
Or refresh the page resetting the permission indicators.

What happens instead?
Unable to enter VR.

Try a different permission. This may be a duplicate of  issue 737831 .

Tried Mic and it works find.  This is a duplicate.

But there is an interesting development:  If you allow the phone to sleep, waking it up causes the DON flow to start and everything works.  The indicator for Camera is above the VR Browsing page even.
