When mobile device option is selected, only the top left 25% of the display is visible - remainder is white

Steps to reproduce the problem:
1. Create trivial hello world html file
2. replace "hello world" with 50 divs each with more than 60 characters
3. Select mobile device icon from developer tools

What is the expected behavior?
All of the display to be visible

What went wrong?
Only the top left 25% is visible - see screenshot

Did this work before? Yes Chrome 64
