Nacl test failures on Ubuntu Xenial

NaClBrowserTestPnaclDebug.PnaclDebugURLFlagAndURL

The failures are reproducible on Linux Xenial as well as gLinux.  For NaClGdbDebugStubTest.Breakpoint, I bisected the Linux kernel and the issue started appearing after commit https://lkml.org/lkml/2016/2/17/269

Figured out what the problem was, wrote a patch, synced to ToT and got merge conflicts because the issue was fixed yesterday :P

Merging into the corresponding nacl issue
