Promo text doesn't show up well on dark background

Issue description

Chrome Version: 65.0.3325.162
OS:  MacOS High Sierra 10.13.3

What steps will reproduce the problem?
(1) Install a theme with a dark background
(2) Open the new tab page when there's a promo available

What is the expected result? Promo text is visible.

What happens instead? 

The text is not visible (see "promo missing on dark background.png"). 

Interestingly, when this theme (https://chrome.google.com/webstore/detail/james-white/bkeidgmehkdjmpjodpjkepolokanalkm) was originally chosen, the promo was visible on an NTP that was previously open (see "promo shown on dark background.png"). Opening subsequent NTPs resulted in no visible promo.

When themes have multi-color backgrounds, the text is present, if a little harder to read (see "promo on multicolor background.png").

Note: Remote NTP only.

Hmm, it's possible that it didn't show up because the server was transitioning to a new promo, which *is* visible on the same theme / dark background now.

mathp@: since you originally observed this, can you confirm? Thanks!
