"Show all saved passwords..." displayed when Manage Passwords is disabled

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36

Steps to reproduce the problem:
1. Click password field of login attempt to website

What is the expected behavior?
Do not display "Show all saved passwords..."

What went wrong?
"Show all saved passwords..." should not be displayed as the service is disabled.

Did this work before? Yes Within two months

Chrome version: 62.0.3202.89  Channel: stable
OS Version: Debian 4.14.17-1kali1 (2018-02-16)
Flash Version: lol

This doesn't sound like a security bug in Chrome, but possibly a functional bug in the password manager. Could you please attach a screenshot of what you're seeing and describe how you disabled Manage Passwords?

Unable to reproduce the issue on chrome reported version 62.0.3202.89 using Ubuntu 14.04 with steps mentioned below:
1) Launched chrome reported version and navigated to fb.com and clicked on password field able to see "Show all saved passwords"
2) From chrome://flags disabled "Manual fallbacks for password manager forms filling" flag and relaunched chrome
3) Again navigated to fb.com and clicked on password field, didn't observed "Show all saved passwords"

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue. Try to test this issue by creating new profile with no apps and extensions in it and let us know if the issue still persists.
Could you please update you chrome to latest stable and try to test this there. You can download the latest stable from URL: https://www.chromium.org/getting-involved/dev-channel

We don't display it for a long time. It's now in the context menu (right-click on the password field).
