The page cycler build target appears to have all of content built into it, or at least enough that it hit the 64k method limit: https://chromium-review.googlesource.com/c/chromium/src/+/962829


This suggests to me that it's not actually anything to do with the system webview shell, and probably should be called something else and not in this directory, but I have no idea what this target is really doing.. aluo@, any idea?
