Going to a certain website freezes up Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
visit this url (warning - not safe)

What is the expected behavior?

What went wrong?
Browser freezes and have to close in task manager.

Chrome version: 64.0.3282.186  Channel: stable
OS Version: 10.0
Flash Version: 

I accidentally clicked on an ad and it redirected me there. Windows Defender then popped up and offered to send Chrome's cache as it might contain a virus.

Also happens in IE, but spams popups (used an XP virtual machine)

Windows Defender doesn't ever offer to "send Chrome's cache". It's the website misbehaving.

I've emailed Chromium Security about this to get their attention. You can also report it at ftc.gov/complaint.
Link reported to Google Safe Browsing.
The link now 404s. Without a concrete reproduction case it will be difficult to follow up here.
