Note that the current recipe bundler won't know anything about cloning/including extra copies of depot_tools or chromite. It already has the depot_tools pinned by the recipes themselves. If you want to include extra stuff in the recipe bundle, I think you'll need to do something more custom builder wise, but you can use the recipe_bundler go tool and recipe as examples.

It's a bug that I cannot triage. Either set OKR or fix-it for this, or find an owner.
