Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/75.0.2485.11 Safari/537.36 Steps to reproduce the problem: 1. Open this url: "https://app.box.com/s/test" 2. Notice the 404 error page message (native chrome's message, since the response is empty) 3. Now open dev tools 4. Refresh the page 5. 404 message disappears (the page becomes blank) What is the expected behavior? 404 message should be always displayed if the response code is 404 What went wrong? If the devtools are open, no message is displayed, which may be very confusing to developers. Did this work before? N/A Chrome version: 63.0.3239.132 Channel: stable OS Version: 6.3 Flash Version:
